Virginia voters are considering a complete redrawing of their congressional districts as part of the high states' redistricting battle in what's expected to be a nail-biter April 21 election. The shift would transform Old Dominion's 11-member delegation from a 6-to-5 Democratic edge to an overwhelming 10-to-1 advantage.
Republicans have built a small advantage from the gerrymandering clash so far, but Virginia voters could change that.
